The filing period for the March 14th Election began on Tuesday, January 31st at 9:00am and closed on Tuesday, February 14th at 5:00pm. The Lebanon Chamber of Commerce will host a candidate’s night on Tuesday March 7th in Council Chambers at City Hall from 7:00pm to 9:00pm. This is an opportunity for Lebanon residents to learn more about the candidates for City Council and School Board.
Zoning Ordinance Amendments to Appear on Ballot
The following three (3) Zoning Ordinance amendments are proposed by the City Council for your consideration:
Amendment #1
Removing cluster subdivision as a permitted use in the R-1, R-2, R-3, RL-1, RL-2, and RL-3 Districts, and replacing manufactured home cluster subdivision with manufactured home PURD (planned unit residential development) in the list of permitted uses in the R-1, RL-1, and RL-2 Districts. (Zoning Ordinance Sections 308.2, 309.2, 310.2, 312.2, 313.2, & 314.2)
This amendment follows the City Council’s approval in January, 2017, of a series of amendments intended to strengthen the planned unit development (PUD) regulations in order to ensure better design and enhanced protection of valuable natural and historic resources. As part of these changes, the cluster subdivision provisions were incorporated into the PUD requirements and the section of the Zoning Ordinance regulating cluster subdivisions (Section 502) was removed. Amendment #1, which will remove all cluster subdivision references in the R-1, R-2, R-3, RL-1, RL-2, and RL-3 Districts, is the final step in enacting the comprehensive amendments to the PUD regulations.

The Lebanon City Council approves of and endorses the adoption of the proposed zoning amendment to remove the cluster subdivision provisions, which have recently been incorporated into the planned unit development (PUD) option. The combination of these amendments implements specific recommendations of the Land Use, Natural Resources, Economic Development, and Housing chapters of the Master Plan.
The Lebanon Planning Board approves of and endorses the adoption of the proposed zoning amendment. The proposed amendment streamlines the Zoning Ordinance by removing the cluster subdivision provisions, which are now included within the planned unit development (PUD) option.

The proposed amendment streamlines the Zoning Ordinance by removing the cluster subdivision provisions now included within the planned unit development (PUD) option, which is a strong conservation tool.
Amendment #2
In the RL-1, RL-2, and RL-3 Districts, allowing and regulating home based contractor’s yards. This amendment is intended to allow residents of large lots in the rural districts to operate small-scale contracting businesses from their homes.
All home based contractor’s yards will require a public hearing and special exception approval from the Zoning Board of Adjustment. Applicants will need to demonstrate compliance with the specific performance standards set forth in proposed Section 600A, including screening requirements and limitations on the size, scope, and scale of the business, in order to minimize adverse impacts on surrounding properties. Amendment #3
In the R-1, R-2, R-3, RL-1, RL-2, and RL-3 Districts, allowing and regulating non-accessory renewable energy systems (i.e., solar and district energy systems intended to generate energy for off-site consumption). Except for building-mounted solar energy systems, all non-accessory renewable energy systems will require a public hearing and conditional use permit approval from the Planning Board. This amendment also updates and clarifies the regulations applicable to accessory renewable energy systems (i.e. those systems intended to generate on-site consumption in support of an existing principal use such as a single family dwelling). This amendment follows the City Council’s approval in January, 2017, of an amendment to allow and regulate non-accessory renewable energy systems in all non-residential zoning districts.

The Lebanon City Council approves of and endorses the adoption of the proposed zoning amendment, which supports the implementation of the Energy chapter of the Lebanon Master Plan and will allow new investments in renewable energy that are appropriate to residential districts, with appropriate review by the Planning Board.
The Planning Board approves of and endorses the adoption of the proposed zoning amendment as it supports the overall goals and desired outcomes of the Lebanon Master Plan.
The Conservation Commission approves of and endorses the adoption of the proposed zoning amendment as it supports the overall goals and desired outcomes of the Lebanon Master Plan with regard to renewable energy.
