Lebanon Adopts Artificial Intelligence (AI) Policy

The City of Lebanon is proud to announce the adoption of our first-ever Artificial Intelligence (AI) Policy, "ADM-143 Use of Artificial Intelligence," effective 12/19/2023. This pioneering policy reflects our dedication to harnessing the power of AI while ensuring its ethical, fair, and secure application in serving our community.

Our AI policy is a dynamic, guiding document designed to evolve as AI technology, guidance, and applications change. Its foundation aligns with the White House Blueprint for an AI Bill of Rights and the White House Executive Order on AI, ensuring that we are in step with national standards and best practices. In writing the policy, consideration was given to our current ordinances and policies, such as Chapter 185, Welcoming Lebanon, personnel policies, and related Cyber Services policies. Also informing the document were policies published by other leading cities such as Boston, MA, Seattle, WA, and Tempe, AZ as well as the NH DOIT Code of Ethics for AI.  

By embracing AI, the City of Lebanon is at the forefront of technological advancement and innovative governance, promoting ethical, transparent, and equitable AI use. AI's role in enhancing public safety, improving cybersecurity, and driving sustainable solutions aligns with our commitment to high-performing government, public safety, and public service excellence for all our residents.  

Our policy reflects a future where AI aids in traffic management, boosts administrative efficiency, and fosters community engagement through smarter, greener city initiatives. As an example, the Planning and Development Department is currently exploring AI technology that will enhance and expedite site plan reviews, helping staff work more efficiently so building permit applicants can receive faster approvals. More information about this effort will be announced in early 2024.

Our AI policy and initiatives will be overseen by the Technology Review Committee, consisting of the Cyber Services Director, Asset Manager, and Chief Innovation Officer. This committee is advisory to the City Manager, who is the authoritative decision-maker for all AI initiatives.

As we continue to adapt and utilize AI technology, more information will be made available. We commit to keeping our residents, businesses, and visitors informed about our AI journey. AI training and educational outreach for staff and community members will be included in our AI Roadmap, which is currently under development.
