Utilities Operations Group

The Utility Operations Group is responsible for the day-to-day operations of both the Water Treatment Facility located on Pumping Station Road and the Wastewater Treatment Facility located on Treatment Plant Road off of Route 12A.  If you are interested in a tour of either facility, call the Public Works Department.

Utilities Operations Group Mission Statement


The mission of the Utility Operations Group is to ensure environmental stewardship and public health by operating and maintaining the Water Treatment and Wastewater Treatment Plants, and associated storage and pumping facilities in accordance with Federal and State laws, administrative rules and operating permits.


Services Provided


The primary responsibility of the Utility Operations Group is to provide safe, healthy drinking water to the residents of Lebanon and to ensure sanitary sewerage is treated to ensure proper environmental stewardship. 

Maintenance
In addition to plant operations, the Utility Operations Group is responsible for the operation and maintenance of storage facilities, pump stations, control valves and collectors. 

Building Permits
The Utility Operations Group reviews applications for buildings permits for the calculation of utility connection fees and Industrial Pretreatment issues. 

 Plans & Administration
Finally, the Group plans and administers CIP projects and assists the Engineering Group and Operations and Maintenance Group with long term utilities planning, and maintenance, repair and construction of water distribution and sewer collection systems.

Water Treatment Plant Operations Team


The Water Treatment Plant Operations Team provides day-to-day operations of the Water Treatment Plant. Daily, the Team monitors the production of adequate quantities of water to maintain storage capacities at a minimum safety level. 


Water Quality
The Team monitors water quality by drawing and analyzing samples on a continuous basis and makes process adjustments to ensure quality. In addition to monitoring plant operations, the Water Treatment Plant Operations Team monitors pump stations, storage tanks and valves. 

Daily Reports
The Team prepares daily reports required by the NH. Department of Environmental Services and for cost accounting purposes. All efforts by the Team are performed in accordance with operational guidelines of Federal and State Law, Regulations and Administrative Rules.


Wastewater Treatment Plant Operations Team


The Wastewater Treatment Plant Operations Team provides day-to-day operations of the Wastewater Treatment Plant. Daily, the Team monitors the treatment of sanitary sewage to ensure compliance with the National Pollutant Discharge Elimination Permit (NPDES) issued by the U.S. Environmental Protection Agency. 

Monitoring
In addition, the Team monitors pumping stations, interceptors and Combined Sewerage Overflows (CSO). 

Recycling
Finally, the Wastewater Treatment Plant Operations Team performs tasks to recycle sludge produced from plant operations through composting.

Quality Control Team


The Quality Control Team is responsible for providing chemical analysis of water and sewerage samples in compliance with all Water Treatment, Wastewater Treatment and Storm Water Discharge permits issued by both Federal and State Agencies. 

Independent Reports
The Team prepares and submits independent reports to Federal and State agencies. The Team is also responsible for ensuring the laboratory is operated in accordance with standards established by Federal and State Laws, Regulations and Permits. 

Pretreatment Program
Finally, the Quality Control Team administers the Industrial Pretreatment Program.

Plant Maintenance & Repair Team


The Plant Maintenance and Repair Team performs preventative maintenance and repairs on the Water Treatment and Wastewater Treatment Plants, pumping stations, interceptors and storage facilities. In addition, the team augments the Operations Teams during peak flows and to cover absences.

Desired Outcomes


  • Ensure treatment plants are operated in accordance with State and Federal Permit Requirements and Regulations.
  • Ensure proactive preventative maintenance to enhance the life of the plants and to minimize plant outages.
  • To effectively and efficiently treat, store and distribute water to meet the social, health, economic and environmental needs of the service area in a quality, customer focused, cost efficient and effective manner.
